The Role of the Division of Housing Services (DHS) is to:

• Plan, develop and implement programs and projects with the necessary support to promote neighborhood stabilization.  To that end, the DHS provides a menu of services that range from assistance to First Time Homebuyers, pre-purchase and financial literacy counseling, homeowner rehabilitation, self-help programs, Section 8 rental subsidies, weatherization programs and whole house rehabilitation of vacant properties for sale or rent.
